Abstract
An apparatus and method for obtaining scalability of a video object (VO) whose position and/or size changes with time. The position of an upper layer picture and that of a lower layer picture in an absolute coordinate system are determined so that corresponding pixels in an enlarged picture and in the upper layer picture may be arranged at the same positions in the absolute coordinate system.

A picture processing device for encoding data of arbitrary shaped objects forming a picture, said picture processing device comprising:
- predictive coding means for predictive coding the data of each object using one of forward predictive, backward predictive, bidirectionally predictive, direct or intra-coding mode, and for outputting a first encoded signal;
- and
- variable length coding means for variable length coding said first encoded signal using two or more variable length tables,
- wherein said variable length coding means selects said variable length tables in accordance with whether an object being encoded is of the same size as a reference object decoded nearest in the future.
A picture processing device for decoding encoded data of arbitrary shaped objects forming a picture, said picture processing device comprising:
- inverse variable length coding means for inverse variable length coding the encoded data of each object using two or more variable length tables;
- and
- predictive decoding means for predictive decoding the inverse variable length coded data of each object which had been predictively encoded using one of forward predictive, backward predictive, bidirectionally predictive, direct or intra-coding mode,
