Carbamate functional 1,3,5-triazines

A halogen contamination free 1,3,5-triazine product having the formula:

• ##STR15## wherein Z' is selected from the group consisting of hydrogen, hydrocarbyl, and a group represented by the formula NHQ',
• each Q' is independently selected from the group consisting of a hydrocarbyl, a hydrocarbyloxy hydrocarbyl and a group represented by the formula COOY, with the proviso that at least two of the Q' groups are COOY, and
• each Y is independently selected from the group consisting of a hydrocarbyl ether group and a hydrocarbyloxy hydrocarbyl ether group, with the proviso that at least one Y group is a hydrocarbyloxy hydrocarbyl ether group;
• prepared by contacting under halogen free conditions, at a temperature and for a length of time sufficient to produce a 1,3,5-triazine, a mixture comprising:
• (a) an amino-1,3,5-triazine represented by the formula:
• ##STR16## Z is selected from the group consisting of hydrogen, hydrocarbyl, and a group represented by the formula NHQ, and
• each Q independently selected from the group consisting of hydrogen, a hydrocarbyl and a hydrocarbyloxy hydrocarbyl, with the proviso that at least two of the Q groups are hydrogen;
• (b) an acyclic organic carbonate;
• and
• (c) a base.
