Web material, such as slit, tubular knit cloth from a dye batch used for binding in garment construction, is festooned instead of rolled so that the binding can be used in a completely relaxed condition. The web is caused to move back and forth in a festooning action in a first horizontal dimension, and to be deposited on a platform by a spreader mounted on a frame. The spreader is oscillated to effect festooning by a completely pneumatic drive. The pneumatic drive is an automatic, variable speed pneumatic drive, automatically adjustable to the speed of the cloth. The exhaust from both faces of a piston in a pneumatic cylinder are connected to a valve with a number of adjustable orifice exhaust ports in it. An acutator for selectively allowing progressive flow through one or more of the exhaust ports of the valve engages the web and thereby controls the speed of the pneumatic drive so that it is closely related to the speed of the web. An oscillating platform is disposed beneath the spreader and is oscillated in a dimension perpendicular to the dimension of oscillation of the spreader during festooning.
