A compound of the formula:

X is CY wherein Y is hydrogen or halogen;
Hal is halogen;
and
R is ##STR11## wherein R.sup.11 and R.sup.12 are independently hydrogen or C.sub.1 to C.sub.4 alkyl and R.sup.10 is C.sub.1 to C.sub.4 alkyl.
