Non-emissive, flame-retardant coating compositions

An anionic, non-emissive, non-flame promoting, room temperature curable, surface-active agent which comprises a polyhalogenated compound containing an anionic group selected from the group consisting of a carboxylate, sulfate, and a phosphate;

• and a room-temperature curable group selected from the group consisting of an oxirane group, an air-dryable group derived from an air-dryable fatty acid, an air-dryable allyl ether group, and combinations thereof.
