Abstract
A radio base station performs communication with a terminal through one or more radio communication devices connected to same base station device. When the terminal transits from a first cell to a second cell that are formed by the radio communication device, the radio base station establishes a state where both the first cell and the second cell are connected to the terminal by using a layer 1 function.

A radio base station comprising:
- a communication unit that performs communication with a terminal through one or more radio communication devices connected to same base station device;
- and
- a control unit that, when the terminal transits from a first cell to a second cell that are formed by the radio communication device, establishes a state where both the first cell and the second cell are connected to the terminal by using a layer 1 function.
A terminal comprising:
- a control unit that controls a measurement of a cell including a serving cell;
- and
- a transmission unit that transmits a report of the measurement, wherein
- the control unit controls a measurement of the serving cell and a neighbor cell at layer 1.

- the terminal includes:
- a control unit that performs a measurement of a serving cell;
- and
- a transmission unit that transmits a report of the measurement,
- the radio base station includes a reception unit that receives the report,

- the reception unit receives the report including a measurement results of the serving cell and the neighbor cell.
