Hosting network access control and congestion handling

A wireless transmit/receive unit (WTRU) comprising:

• a processor configured to:
• send a first registration request to a first network node, wherein the first network node is associated with a first hosting network that is configured to provide access to a localized service;
• receive a first registration response, wherein the first registration response indicates that the first registration request was rejected, indicates a cause code, and indicates to perform a cell reselection procedure;
• on a condition of receiving the indication of the cause code, determine a second network node, wherein the second network node is associated with a second hosting network that is configured to provide access to the localized service;
• and
• send a second registration request to the second network node.

A method comprising:

• sending a first registration request to a first network node, wherein the first network node is associated with a first hosting network that is configured to provide access to a localized service;
• receiving a first registration response, wherein the first registration response indicates that the first registration request was rejected, indicates a cause code, and indicates to perform a cell reselection procedure;
• on a condition of receiving the indication of the cause code, determining a second network node, wherein the second network node is associated with a second hosting network that is configured to provide access to the localized service;
• and
• sending a second registration request to the second network node.

A network node, the network node comprising:

• a processor configured to:
• receive a registration request message from a wireless transmit/receive unit (WTRU), wherein the registration request message indicates a request for access to a localized service via a hosting network associated with the network node;
• on a condition that the registration request message is received when congestion control is active, generate a registration response that refrains from assigning a back-off timer value to the WTRU, wherein the registration response indicates that the registration request message was rejected, indicates to perform a cell reselection procedure, and indicates a cause code associated with the congestion control;
• and
• send the registration response to the WTRU.
