The first information at least includes measurement information of an SL-PRS.

- receiving an SL-PRS channel busy rate and first indication information transmitted by a user equipment (UE);
- wherein the first device is a UE or a network device,
- the first indication information is used to indicate whether the SL-PRS channel busy rate is calculated for an SL-PRS dedicated resource pool or for an SL-PRS shared resource pool.

- the transceiver is used to send and receive data under the control of the processor;

- wherein the first information at least includes measurement information of an SL-PRS.
