Disclosed is a charge pump circuit with an output terminal-connected pre-charge circuit for reducing the startup time required to achieve a stable output voltage (VOUT). The circuit structure includes an output terminal for outputting VOUT and, connected to the output terminal, both a charge pump (CP) and a pre-charge circuit. A first section of the pre-charge circuit includes a pull-up transistor connected to the output terminal for performing a first pre-charge operation to pull up VOUT from 0.0 volts to a first positive voltage level when CP is initially enabled. A second section of the pre-charge circuit includes a buffer circuit and a capacitor series-connected to the output terminal for performing a second pre-charge operation to further boost VOUT to a second positive voltage level. The pre-charge circuit is controlled, at least in part, by a charge pump enable signal and a delayed charge pump enable signal.
