An embodiment is a metasurface including a first substrate, a plurality of resonant cells arranged on a first main surface of the first substrate, and a reflective film formed on a second main surface of the first substrate opposite to the first main surface. Each of the plurality of resonant cells includes a dielectric having a variable dielectric constant and a pair of metal patterns sandwiching the dielectric. Each of the plurality of resonant cells has a resonant frequency that changes according to the dielectric constant, and each of the plurality of resonant cells reflects electromagnetic waves having a frequency corresponding to the resonant frequency. The reflective film reflects electromagnetic waves that are not reflected by the plurality of resonant cells and that are transmitted through the first substrate.
