A method for manufacturing catalyst layers for fuel cell elements of a fuel cell module, a catalyst-coated membrane for fuel cell elements of a fuel cell module, a fuel cell assembly with a corresponding fuel cell module, a propulsion unit for a vehicle, in particular an aircraft, with a corresponding fuel cell assembly, and a corresponding vehicle, in particular an aircraft. The method includes providing a substrate structure with micro-openings and at least partially filling the micro-openings with a catalyst mixture comprising an ionomer and a catalytic component.
