An encoder includes power generation devices that cause first pulses to arise by wires and second pulses to arise by coils as a magnet attached to a rotating shaft rotates, capacitors that accumulate electric charges of the first pulses and the second pulses, a pulse detector that outputs a pulse detection signal when a voltage of each of the capacitors exceeds a pulse detection threshold, and a controller that performs counting operation to count up multi-rotation data on the basis of the pulse detection signal, wait operation to wait for a waiting time after the counting operation, and discharging operation to discharge the capacitors after the wait operation. The waiting time is a time that at least allows completion of storing of the electric charge of each of the first pulses, and causes no increase in the voltages of the capacitors.
