The disclosure relates to a 5G or 6G communication system (or a mobile communication system) for supporting a higher data transmission rate. Specifically, the disclosure relates to an apparatus, a method and a system for header compression for multicast reception in a radio resource control (RRC) inactive state in wireless communication system (or mobile communication system).

A method performed by a terminal in a wireless communication system, the method comprising:
- receiving, from a base station, a radio resource control (RRC) release message including a suspend configuration, wherein the suspend configuration comprises information configuring a multicast and broadcast service (MBS) multicast reception in an RRC inactive state and a threshold for an RRC connection resume;
- identifying that a reference signal received power (RSRP) or a reference signal received quality (RSRQ) is below the threshold;
- and
- initiating a procedure for the RRC connection resume.

A terminal in a wireless communication system, the terminal comprising:
- a transceiver;
- and
- a controller coupled with the transceiver and configured to:
- receive, from a base station, a radio resource control (RRC) release message including a suspend configuration, wherein the suspend configuration comprises information configuring a multicast and broadcast service (MBS) multicast reception in an RRC inactive state and a threshold for an RRC connection resume,
