Small Data Transmission

A wireless device comprising:

• one or more processors;
• and
• memory storing instructions that, when executed by the one or more processors, cause the wireless device to:
• receive, from a base station, a radio resource control (RRC) release message comprising:
• a suspend configuration, wherein the suspend configuration comprises:
• an inactive radio network temporary identifier (RNTI);
• and
• a next hop chaining count (NCC) value;
• a value of a wait timer;
• and
• a configuration parameter indicating a configured grant (CG) for a small data transmission (SDT) procedure, wherein the configuration parameter comprises:
• a value of a time alignment timer (TAT) for the CG;
• and
• a first threshold for validating a timing advance for the CG;
• based on the RRC release message:
• transition to an RRC inactive state;
• suspend one or more radio bearers except for a signaling radio bearer 0;
• start the TAT for the CG;
• and
• start the wait timer with the value of the wait timer;
• initiate, based on determining one or more conditions being fulfilled, the SDT procedure, wherein the one or more conditions comprise:
• a system information block (SIB) indicating an SDT;
• a data volume of uplink data being less than or equal to a second threshold;
• and
• the timing advance for the CG being valid based on the first threshold;
• based on the initiating the SDT procedure:
• derive, using the NCC value, security keys for integrity protection and ciphering;
• and
• configure to apply the integrity protection and the ciphering;
• and
• transmit:
• an RRC resume request message comprising the inactive RNTI;
• and
• a first packet.

A wireless device comprising:

• one or more processors;
• and
• memory storing instructions that, when executed by the one or more processors, cause the wireless device to:
• transmit, while the wireless device is not in a radio resource control (RRC) connected state, to a base station that bars a first access category, a first message comprising:
• an RRC request message;
• and
• second uplink data associated with a second access category that is not barred;
• receive, while the wireless device is not in the RRC connected state, from the base station, a second message indicating subsequent transmission;
• and
• transmit, while the wireless device is not in the RRC connected state, to the base station, based on the receiving the second message indicating the subsequent transmission, a packet associated with the first access category.

Anon-transitory computer-readable medium comprising instructions that, when executed by one or more processors of a wireless device, cause the wireless device to:

• receive, from a base station, a radio resource control (RRC) release message comprising:
• a suspend configuration, wherein the suspend configuration comprises:
• an inactive radio network temporary identifier (RNTI);
• and
• a next hop chaining count (NCC) value;
• a value of a wait timer;
• and
• a configuration parameter indicating a configured grant (CG) for a small data transmission (SDT) procedure, wherein the configuration parameter comprises:
• a value of a time alignment timer (TAT) for the CG;
• and

• based on the RRC release message:
• transition to an RRC inactive state;
• suspend one or more radio bearers except for a signaling radio bearer 0;
• start the TAT for the CG;
• and
