Abstract
A method of operating a user equipment (UE) includes initiating a random access (RA) procedure, and during the RA procedure, receiving a random access response (RAR) containing a medium access control (MAC) sub protocol data unit (subPDU) with a backoff indicator (BI) field. The method also includes determining whether the RA procedure was initiated for a system information block 1 (SIB1) request for a first cell, and in response to a determination that the RA procedure was initiated for the SIB1 request, setting a preamble backoff (PREAMBLE_BACKOFF) to zero milliseconds.

A method of operating a user equipment (UE), the method comprising:
- initiating a random access (RA) procedure;
- during the RA procedure, receiving a random access response (RAR) containing a medium access control (MAC) sub protocol data unit (subPDU) with a backoff indicator (BI) field;
- determining whether the RA procedure was initiated for a system information block 1 (SIB1) request for a first cell;
- and
- in response to a determination that the RA procedure was initiated for the SIB1 request, setting a preamble backoff (PREAMBLE_BACKOFF) to zero milliseconds.
An electronic device comprising:
- at least on processor including processing circuitry;
- and
- memory storing instructions, wherein the instructions, when executed by the at least one processor individually or collectively, cause the electronic device to:
- initiate a random access (RA) procedure;
- during the RA procedure, receive a random access response (RAR) containing a medium access control (MAC) sub protocol data unit (subPDU) with a backoff indicator (BI) field;
- determine whether the RA procedure was initiated for a system information block 1 (SIB1) request for a first cell;
- and
- in response to a determination that the RA procedure was initiated for the SIB1 request, set a preamble backoff (PREAMBLE_BACKOFF) to zero milliseconds.
