A non-transitory computer-readable storage medium storing a program for a communication device provided in a mobile object, the communication device including, as outside-communication interfaces for communication with an outside of the mobile object, at least one cellular communication unit that performs cellular communication and a wireless LAN communication unit that performs wireless LAN communication, the communication device including a plurality of virtual routers that determines whether to route a communication to the cellular communication unit, or to route a communication to the wireless LAN communication unit, the program causing a processor of the communication device to function as

• a communication control section that has a normal-time mode and an emergency-time mode, the communication control section differentiating ways of routing in the normal-time mode and the emergency-time mode from each other by controlling routing by the virtual routers,
• wherein in the emergency-time mode, the communication control section performs control in such a manner that a specified one of the outside-communication interfaces performs communication.
