Apparatus and method for encoding and decoding a picture using picture boundary handling

An apparatus for determining a partitioning corresponding to a video data stream, the apparatus comprising:

• at least one memory;
• one or more processors configured to execute instructions stored on the at least one memory to cause the apparatus to perform operations comprising:
• determining a set of split modes corresponding to a block of a picture, the set of split modes including an unrestricted split which, when applied, does not obstruct further sub-partitioning of the block;
• when the block extends beyond a boundary of the picture, applying the unrestricted split to the block;
• and
• encoding a subblock into the video data stream or decoding the subblock from the video data stream.

A non-transitory computer-readable medium storing instructions that, when executed by one or more processors, cause the one or more processors to perform operations for determining a partitioning corresponding to a video data stream, the operations comprising:

• determining a set of split modes corresponding to a block of a picture, the set of split modes including an unrestricted split which, when applied, does not obstruct further sub-partitioning of the block;
• when the block extends over a boundary of the picture, applying the unrestricted split to the block to obtain one or more subblocks;
• and
• encoding a subblock of the one or more subblocks into the video data stream or decoding the subblock from the video data stream.
