A system controls outbound electronic communications attributed to blockchain-verified senders. A verification service validates a cryptographic signature for a wallet address or public key, determines ownership or control of a blockchain-recorded asset or identity, and creates a verified sender record. A binding-record data store stores subscription binding records associating recipient identifiers with verified sender records and opt-in state. For a proposed outbound communication, a routing gateway service determines a current per-recipient authorization decision and, only for an allow decision, generates an authorization artifact bound to communication, recipient, channel, sender, binding, policy, and timing fields. A delivery adapter process validates the authorization artifact before retrieving or using transport credentials, creating payloads, writing queues, calling provider APIs, signing webhooks, resolving push tokens, writing inbox records, or opening network connections. Non-bypass controls and fresh retry authorization prevent unauthorized or stale transport invocation.
