A road surface condition determination device, comprising one or more processors that execute computer-executable instructions stored in a memory, wherein the one or more processors execute the computer-executable instructions to cause the road surface condition determination device to:

• chronologically acquire a road surface image and behavior information in a manner so that the road surface image and the behavior information are associated with each other, the road surface image being obtained by capturing an image of a road surface on which a moving object is traveling, the behavior information being indicative of behavior of the moving object at a time when the road surface image is captured;
• extract, as an extracted image, the road surface image that is a part of a plurality of the road surface images, based on the behavior information;
• and
• determine a condition of the road surface, as a road surface condition, by processing the extracted image.
