In a ring resonator, input light is input to an input port. A heater is driven by a drive signal to control the temperature of the ring resonator. A modulation unit modulates the input light propagating through the ring resonator according to an applied modulation signal. A first light detection unit detects first light output from a drop port of the ring resonator and outputs a first detection signal indicating a detection result. A second light detection unit detects second light output from a through port of the ring resonator and outputs a second detection signal indicating a detection result. An intensity ratio, which is a ratio of the intensity of the first light to the intensity of the second light, is monitored. The operating point of the ring resonator is controlled by giving a drive signal based on the intensity ratio monitoring result to the heater.
