A system and method for reducing or eliminating methane emissions in on-site wastewater systems and other aquatic environments are disclosed. A floating/suspended incubator aeration device positioned in wastewater includes an outer housing, a self-cleaning microfine bubble diffuser connected to an external air pump, buoyant and counterbalanced structures configured to position the device at an operational depth during aeration, and a bacteria host material disposed above the diffuser. Air and wastewater move upward through the host material, which is shaped and configured to form a temporary foam that exposes colonized bacteria to atmospheric gaseous non-depletable oxygen within the device while also oxygenating surrounding wastewater. Organic solids are biologically digested and methanogenic precursors are reduced or eliminated, thereby reducing methane emissions, sludge accumulation, and pumping requirements. The device is installable through existing access ports in septic tanks, cesspools, cesspits, seepage pits, treatment tanks on sewer laterals, and other organic-rich aquatic environments. Methane elimination achieved may be modeled for carbon credit accounting.
