Provided herein is a system and method for autonomous vehicle test order generation, the system including: at least one processor; and a memory communicatively connected to the at least one processor, the memory containing instructions configuring the at least one processor to: receive a pool of waypoints; generate a test order, wherein generating the test order includes: selecting at least two waypoints from the pool of waypoints; and determining a feasibility metric for the at least two waypoints, wherein determining the feasibility metric includes using a route generation algorithm to generate a route between the at least two waypoints; select a test vehicle from a fleet of test vehicles; and transmit the test order to the test vehicle.
