A swappable battery system and a new energy vehicle. The swappable battery system includes a battery frame, a locking seat, a locking assembly, and a first elastic member. The battery frame is used for installing and carrying a battery pack, the battery frame is provided on the locking seat, the locking assembly is used for pressing the battery frame onto the locking seat, and the first elastic member is provided between the locking seat and the battery frame.
