A hand-operated implement or tool, preferably cosmetic pliers in one embodiment, having controllable hand grip rotation. The implement includes a first tool member connected to a second tool member via a pivot which allows a first tool head of the first tool member to be selectively engaged with a second tool head of the second tool member. The tool members have respective handles, wherein at least one of the handles includes a handle cover functioning as a hand grip. A tension system operatively connects the first handle cover to a first shaft of the first handle to selectively control or even prevent rotation of the handle cover in relation to the first shaft.
