Abstract
An action control system includes: a detection unit that detects occurrence of an event which is an event occurring in a circumstance of a user and which is an event that causes a negative emotion in the user; and an output controller that controls a robot including a text generation model to output information corresponding to the event detected by the detection unit to the user.

- estimate an emotion of a user;
- acquire information related to health and medical care of at least one of the user and a family member of the user;
