Communication method, communication device, medium, and program product

A communication device, comprising:

• a processor, and
• a memory coupled to the processor to store instructions, which when executed by the processor, cause the communication device to:
• send first request information to a non-terrestrial network (NTN) element management device, wherein the first request information indicates a ground area and requests cell information about an NTN cell that covers the ground area and that can take over load of a terrestrial network (TN) cell covering the ground area;
• and
• receiving first response information from the NTN element management device, wherein the first response information comprises the cell information.

A communication system, comprising:

• a network management device, configured to send first request information to a non-terrestrial network (NTN) element management device, wherein the first request information indicates a ground area and requests cell information about an NTN cell that covers the ground area and that can take over load of a terrestrial network (TN) cell covering the ground area;
• the non-terrestrial network, NTN, element management device, configured to receive the first request information, and send first response information to the network management device, wherein the first response information comprises the cell information;
• and
• the network management device, further configured to receive the first response information.
