An example method includes receiving a video bitstream comprising a plurality of blocks, including a current superblock having a current block. The method includes determining a number of reference lines available to the current block based on a location of the current block within the current superblock, wherein (i) when the current block is located at a boundary of the current superblock, a first number of reference lines are available for the current block; and (ii) when the current block is not located at the boundary of the current superblock, a second number of references are available for the current block, the second number being higher than the first number. The method further includes reconstructing the current block using data from at least one of the number of reference lines available to the current block.
