Methods, systems, and devices for wireless communications are described. A Multi Incremental Redundancy Scheme (MIRS) may be a spectral efficiency (SPEF) adaptation scheme for finding an optimal SPEF for transmission of a transport block. A network may transmit a scheduling and signaling framework to allow for multiple transport blocks to be scheduled in a single downlink resource allocation for transmissions that utilize MIRS. For example, a network may schedule a single resource allocation for the transmission of multiple transport blocks from the network to the UE. The multiple transport blocks may include at least an initial transmission of a new transport block and/or retransmissions for any transport blocks from previous allocations that a receiver was not able to decode successfully.
