A high voltage startup regulator for a power receiver that can safely start up after a power transmitter ramps up to potentially hazardous voltage levels. The startup regulator is connected between a send line and a return line over which pulse power is received at the power receiver. The pulse power includes alternating pulse-on times and pulse-off times, and the power transmitter performs safety checks for a fault during safety check intervals that correspond to the pulse-off times. The power receiver further includes a controller coupled to the startup regulator. The startup regulator is configured to provide a constant current at a predetermined level on the send line during the pulse-off times such that the power transmitter observes the constant current during the safety check intervals when there is no fault on the send line and return line.
