A system and method provide two-tier governance of AI agent instance-accessible memory reservoirs within an organizational tenant. One or more processors maintain typed memory reservoirs for each user across distinct content domains. An organizational policy interface enables administrators to define tenant-wide structural constraints including available content domains, per-domain maximum time-to-live values, and permitted AI agent instance classes per reservoir. A memory interface layer enforces the conjunction of organizational constraints and per-user settings, caps time-to-live values at organizational maxima, excludes designated AI agent instance classes regardless of user permission settings, and resolves conflicts between user inputs and organizational policy in favor of the organizational policy at input processing time. Users govern their own entries—promoting, demoting, deleting, and transferring—through a governance interface that operates within the organizational frame, with each entry displaying applicable organizational constraints.
