A computer-implemented method is provided for full-wave simulations of metasurfaces. The method includes: receiving a metasurface comprised of a plurality of scattering structures having same shape; determining a baseline T-matrix for a given scattering structure of the metasurface; generating a model for the metasurface by assigning a T-matrix to each scattering structure comprising the metasurface, where each assigned T-matrix is a variant of the baseline T-matrix; for each scattering structure in the model, formulating a Foldy-Lax equation for a particular scattering structure, thereby forming a set of Foldy-Lax equations, where each Foldy-Lax equation accounts for scattering from each of remaining scattering structures in the model; and determining a scattered wave for each of the plurality of scattering structures by applying a Fast Fourier transform to the set of Foldy-Lax equations.
