Abstract
A system includes a processor that is configured to provide disaster information that is updated in real time based on location information of a user and current weather conditions, analyze a question of the user by using natural language processing technology and input a prompt to a generative AI model to instruct the generative AI model to generate an optimal answer, and recognize an emotional state of the user and use an emotion recognition engine to optimize provision of information.

A system comprising:
- circuitry configured to:
- receive, via a communication interface coupled to a packet-switched network, inquiry information comprising a natural language question from a user terminal, and perform text acquisition and normalization on the inquiry information;
- analyze the normalized inquiry information using a natural language processing algorithm and a language representation model to extract structured intent information comprising at least an event type, a temporal situation, a location, a protection target, and a requested information type;
- query a storage apparatus based on the structured intent information, the storage apparatus storing event history information, environmental condition history information, countermeasure guideline information, and guideline information provided from external organizations, and select or integrate a plurality of information records according to at least one of time-series relevance, regional relevance, and reliability to produce structured factual data;
- construct, based on the structured factual data and the inquiry information, a prompt sentence to be input to a generative AI model, the prompt sentence comprising at least role designation information, output constraint information, event summary information, risk factor information, and recommended countermeasure information, supply the prompt sentence to the generative AI model, cause the generative AI model to generate an answer sentence in natural language, and perform post-processing on the generated answer sentence based on a safety rule and a formatting rule;
- and
- transmit the post-processed answer sentence as response information to the user terminal via the communication interface, and estimate an emotional state of the user using an emotion recognition processing unit and adjust at least one of an expression content and a detail level of the prompt sentence or the answer sentence in accordance with the estimated emotional state.

- receive inquiry information comprising a natural language question from a user terminal via a communication interface, normalize the inquiry information, and apply a natural language processing algorithm to extract structured intent information;
- query a storage apparatus based on the structured intent information to retrieve and integrate information records, and construct a prompt sentence incorporating the information records and the inquiry information;
- supply the prompt sentence to a generative AI model to generate an answer sentence, apply post-processing based on a safety rule and a formatting rule, and transmit the post-processed answer sentence to the user terminal;

- estimate an emotional state of the user using an emotion recognition processing unit, and adjust at least one of the prompt sentence content and the answer sentence detail level based on the estimated emotional state.

- and
- transmitting the post-processed answer sentence as response information to the user terminal via the communication interface, and estimating an emotional state of the user using an emotion recognition processing unit and adjusting at least one of an expression content and a detail level of the prompt sentence or the answer sentence in accordance with the estimated emotional state.
