Abstract
An apparatus for applying a voltage to a liquid includes a first substrate including a plurality of first electrodes formed from a noble metal and a second substrate including a second electrode facing the plurality of first electrodes. A gap filled with or able to be filled with the liquid is maintained between the first substrate and the second substrate.

An apparatus for applying a voltage to a liquid, the apparatus comprising:
- a first substrate including a support, a plurality of first electrodes formed from a noble metal, and a first organic insulating film located between the support and the plurality of first electrodes;
- and
- a second substrate including a second electrode facing the plurality of first electrodes,
- wherein a gap filled with or able to be filled with the liquid is maintained between the first substrate and the second substrate.
