A thermoelectric cold plate coolant system comprising a cold plate body having a substantially planar top surface and a thickness of approximately 1 mm to 3 mm, said cold plate body containing internal coolant circulation channels. A plurality of thermoelectric cooling chips are permanently bonded to said top surface, each chip comprising semiconductor pellet pairs between electrically conductive traces inducing thermoelectric cooling when current is applied. A coolant inlet port and outlet port communicate with said internal channels. A radiator assembly comprising a finned heat exchanger and forced-air cooling device dissipates thermal energy through forced convection. A coolant circulation pump maintains single-phase liquid circulation through a closed loop comprising said cold plate body and radiator assembly. An electrical power supply provides power to said chips, pump, and cooling device.
