A grade-level access system for an underground enclosure includes a mount assembly and a hatch. The mount assembly includes a base installed within an internal cavity defined within a box of underground enclosure, an actuator coupled to the base, and a mount to which a test component is coupled. The hatch is installed within an aperture in a lid of the underground enclosure, and is removable from the lid to provide access to the internal cavity defined within the box. When the hatch is removed from the lid, the mount and the test component are actuatable via the actuator relative to the base between a first position within the internal cavity of the box and a second position exterior to the lid through the aperture in the lid.
