Methods and systems are provided for removing per- and polyfluoroalkyl substances (PFAS) and other contaminants from water using foam fractionation with mixed bubble populations. Water is treated by introducing bubbles comprising nanobubbles and one or more of microbubbles, fine bubbles, or macrobubbles, thereby generating a contaminant-enriched foam that is removed from the water. In certain embodiments, the process is performed in batches, uses ambient air bubbles, applies vacuum to the foam, and/or involves collapsing the foam. The methods may achieve high removal of short-chain PFAS such as PFBS and PFBA, and may include reverse osmosis or nanofiltration pre-concentration and mineralization of removed PFAS by photoactivated reductive defluorination. Also provided are systems including foam fractionation reactors, nanobubble generators, and/or foam collection heads.
