A pyrotechnic cutter which operates on cased blank cartridges comprises a fixed lower blade which has an inner support surface and is pivotally connected to an upper blade which interacts with a connecting link and a spring-loaded pusher. The spring-loaded pusher is provided with a stop, a piston, and a slider. Configured on the stop and the slider are support surfaces. The cutter further comprises a damper with a support surface, a cartridge chamber, an extractor, a hammer mechanism, and a handle with a protuberance. Pivotally mounted on the hammer are a spring-loaded ratchet (30), and a spring-loaded trigger. The cutter still further comprises a striker having a protuberance in the lower pivoted portion thereof, and a firing pin. The upper blade is provided with a support surface which interacts with an outer support surface on the lower blade. The invention provides reliable damping of the inertial mass of the movable elements of the pyrotechnic cutter structure, thereby increasing the operating reliability thereof.
