Abstract
A monitor monitors a load of a cell formed by an orbiting satellite. A communication restrictor restricts communication of some or all of one or more terminals which are communicable with the orbiting satellite within the cell, based on a permissible load at a given time point determined from a location of the orbiting satellite at the given time point and a location of the cell, and on an actual result value or a predicted value of the load of the cell at the given time point.

A communication control system which executes:
- a monitoring process of monitoring a load of a cell formed by an orbiting satellite;
- and
- a communication restriction process of restricting communication of some or all of one or more terminals which are communicable with the orbiting satellite within the cell, based on a permissible load at a given time point determined from a location of the orbiting satellite at the given time point and a location of the cell, and on an actual result value or a predicted value of the load of the cell at the given time point.
A communication control method, comprising:
- monitoring a load of a cell formed by an orbiting satellite;
- and
- restricting communication of some or all of one or more terminals which are communicable with the orbiting satellite within the cell, based on a permissible load at a given time point determined from a location of the orbiting satellite at the given time point and a location of the cell, and on an actual result value or a predicted value of the load of the cell at the given time point.
