Method and apparatus for network parameter adaptation

A user equipment (UE) comprising:

• a transceiver configured to receive first information at a first time, wherein the first information at the first time provides:
• a first indication for a first operation state of a cell, wherein the first operation state is associated with parameters for receptions of channels or signals on the cell in one or more of a power, spatial, time, or frequency domain, and
• a second indication for a first duration;
• and
• a processor, operably coupled to the transceiver, the processor configured to determine the parameters for receptions of channels or signals on the cell in one or more of the power, spatial, time, or frequency domain, over the first duration based on the first operation state,
• wherein the transceiver is further configured to receive the channels or signals on the cell based on the parameters over the first duration.

A base station comprising:

• a transceiver configured to transmit first information at a first time, wherein the first information at the first time provides:
• a first indication for a first operation state of a cell, wherein the first operation state is associated with parameters for transmissions of channels or signals on the cell in one or more of a power, spatial, time, or frequency domain, and
• a second indication for a first duration;
• and
• a processor, operably coupled to the transceiver, the processor configured to determine the parameters for transmissions of channels or signals on the cell in one or more of the power, spatial, time, or frequency domain, over the first duration based on the first operation state,
• wherein the transceiver is further configured to transmit the channels or signals on the cell based on the parameters over the first duration.
