Load balancing for uplink carrier aggregation

An apparatus, comprising:

• one or more processors;
• and
• one or more non-transitory, computer-readable media storing computer-usable instructions that, when executed by the one or more processors, cause the one or more processors to:
• assign first user devices to a first primary cell corresponding to a first uplink carrier aggregation group, wherein the first primary cell comprises a first component carrier designated as a primary component carrier for the first uplink carrier aggregation group, wherein the first uplink carrier aggregation group further includes one or more first secondary component carriers;
• determine whether an uplink load for the first uplink carrier aggregation group exceeds an uplink load threshold;
• and
• in response to a determination that the uplink load for the first uplink carrier aggregation group exceeds the uplink load threshold, assign one or more second user devices to a second primary cell corresponding to a second uplink carrier aggregation group, wherein the second primary cell comprises a second component carrier designated as a primary component carrier for the second uplink carrier aggregation group, wherein the second uplink carrier aggregation group includes a one or more second secondary component carriers.
