Aspects of the subject disclosure may include, for example, managing handover of an unmanned aerial vehicle (UAV) based on height thresholds and radio conditions. Instructions are provided to the UAV, via a serving base station, to collect target height thresholds associated with a group of target base stations and to obtain the collected target height thresholds from the UAV. A candidate group of target base stations based on the current height and the target height thresholds is determined. A first target base station is selected from the candidate group based on a target height threshold, signal strength, signal quality, and available bandwidth associated with the first target base station. Additional instructions are provided to the serving base station to perform a handover of the UAV to the first target base station. Other embodiments are included.
