Abstract
A radio base station transmits or receives a message including energy cost information indicating energy consumed by radio communication with a terminal, and determines a saving action to save energy based on the energy cost information. The radio base station can determine a number of the terminals to be offloaded to another radio base station as the saving action.

A radio base station comprising:
- a transmission/reception unit that transmits or receives a message including energy cost information indicating energy consumed by radio communication with a terminal;
- and
- a control unit that determines a saving action to save the energy based on the energy cost information, wherein
- the control unit determines a number of the terminals to be offloaded to another radio base station as the saving action.

- a step of determining a saving action to save the energy based on the energy cost information, wherein
