Techniques for client-side targeted content substitution are described herein. In various embodiments, a client device (e.g., a gateway device) including network interfaces, one or more processors and non-transitory memory is connectable to one or more multi-room devices. The client device receives broadcast signals carrying a splice message and obtains viewing reports from the one or more multi-room devices. The client device also maintains a substitution playlist based at least in part on the splice message derived from the broadcast signals and the viewing reports, where the substitution playlist indicates transitions among a media stream and one or more targeted content items. Further, the client device signals the transitions to the one or more multi-room devices. Additionally, the client device causes the one or more multi-room devices to splice the media stream using the one or more targeted content items according to the transitions.
