According to the embodiment, an oscillation circuit oscillates a clock signal with a frequency corresponding to a potential of a control signal. A control circuit executes calibration of a frequency of the clock signal when the potential of the control signal is set to a calibration potential. After completion of the calibration, a frequency divider circuit adjusts an initial phase error based on the phase of the reference clock signal and generates a second clock signal that is a clock signal obtained by performing frequency-division of the first clock signal to include the adjusted initial phase error. A phase comparator circuit compares phases between the reference clock signal and the second clock signal. A charge pump circuit supplies a current corresponding to a result of the comparison. A filter circuit converts the current from the charge pump circuit into the control signal.
