Abstract
A catalyst layer includes carbon support particles, metal particles supported on the carbon support particles and having oxygen reduction activity, an organic nitrogen compound, a first ionomer, and a second ionomer. The first ionomer is a perfluorosulfonic acid polymer without a cyclic structure. The second ionomer is a perfluorosulfonic acid polymer with a cyclic structure. A content of the first ionomer is 12.5 wt % to 20 wt % with respect to a total mass of the first ionomer and the second ionomer.

A catalyst layer comprising:
- carbon support particles;
- metal particles supported on the carbon support particles and having oxygen reduction activity;
- an organic nitrogen compound;
- a first ionomer;
- and
- a second ionomer, wherein
- the first ionomer is a perfluorosulfonic acid polymer without a cyclic structure,
- the second ionomer is a perfluorosulfonic acid polymer with a cyclic structure, and
- a content of the first ionomer is 12.5 wt % to 20 wt % with respect to a total mass of the first ionomer and the second ionomer.
