A non-oriented electrical steel sheet has a chemical composition containing, in mass %, C: 0.0050% or less, Si: 2.0 to 5.0%, Mn: 2.0% or less, P: 0.20% or less, S: 0.0050% or less, Al: 2.0% or less, N: 0.0050% or less, Ti: 0.0030% or less, Nb: 0.0010% or less, V: 0.0050% or less, and O: 0.0050% or less, wherein when an alternating-current magnetic field is applied so as to achieve a frequency of 50 Hz and a maximum magnetic flux density Bm of 1.5 T in a rolling direction (RD), a sheet width direction (TD), and a direction (DD) forming an angle of 45° with the rolling direction, in a rolling plane of the steel sheet, and zero-peak values of resulting magnetostrictions in directions parallel to the respective magnetic field directions are represented as λ//HRD, λ//HTD, and λ//HDD, respectively, a magnetostriction in-plane average value λ//Have is 1.0×10−5 or smaller.
