Provided is a system for generating subtitles and voice dubbing to which an artificial intelligence-based voice technology is applied. The system includes a server and a terminal. The server includes a communication unit that receives image information or voice information from the terminal and a processor that separates a voice signal and background sound information from voice information included in the image information or the received voice information, converts the separated voice signal into text, translates the converted text into a target language, generates a voice signal composed in the target language based on at least one of the voice signal, the converted text, and the translated result, and mixes the generated voice signal with the separated background sound information.
