An image forming apparatus includes a first image forming unit that forms a first toner image by using a toner having a first fluorescent color, a second image forming unit that forms a second toner image by using a toner having a second fluorescent color, and a transfer unit that transfers the first toner image to a recording medium by superimposing the first toner image on the second toner image such that the first toner image is located above the second toner image on the recording medium, in which a photoluminescent intensity in a case where the toner image formed by using only the toner having the second fluorescent color is irradiated with ultraviolet rays having a wavelength of 365 nm is higher than a photoluminescent intensity in a case where the toner image formed by using only the toner having the first fluorescent color is irradiated with ultraviolet rays having a wavelength of 365 nm.
