According to an embodiment, a glitch-free reset testing system for system-on-chip designs includes a hierarchical reset distribution architecture with a reset generation circuit, a reset select logic circuit, and multiple intellectual property (IP) blocks. Each circuit incorporates a one-hot decoder integrated within its scan chain to control reset propagation. The one-hot decoders enable selective activation of reset signals to individual pipeline stages while preventing glitch propagation between stages. A power management controller digital circuit multiplexes analog reset sources with scan reset signals at the primary input stage. The architecture eliminates scan reset multiplexers at each pipeline stage, reducing functional path delays while maintaining full stuck-at-fault coverage. The most significant bit of each one-hot decoder determines the reset domain, allowing resets to be confined to specific circuits.
