In one aspect, a cooling chamber assembly comprises an aluminum payload chamber defining an internal volume for temperature sensitive contents and including a wall region, a finned interface component thermally coupled to the wall region and including a thermally conductive base plate and a fin array extending from the base plate, and a hydrocarbon thermal control material layer disposed on at least one aluminum thermal surface of the payload chamber, the base plate, and or one or more fins. The cooling chamber assembly further comprises a coupling plate region on the finned interface component that defines a mounting footprint for a semiconductor heat transfer element, and an outer enclosure defining an interface opening aligned with the coupling plate region to provide access for assembly of a heat extraction assembly. The fin array defines a stepped pyramidal fin geometry having position dependent fin height and or fin length such that a central region provides greater heat transfer capacity than a peripheral region, thereby laterally redistributing heat and reducing localized heat flux density at the coupling plate region.
